where can find the third part programmer qualified by xilinx liset

My customer use superpro model 580u to programm 17S100APC ,only 30% 17S100APC can
programm successfully this batch. But 100% successfully before . I is open a
RAM but need get the third programmer list qualified by xilinx. Where can I
find it ?
